    • Basada en una perspectiva estructural-funcionalista, esta tesis define los cambios a los que se enfrenta la Universidad pública a raíz de los fenómenos de globalización, la sociedad de la información y la sociedad del conocimiento, proponiendo una visión global-local de las instituciones educativas para hacer frente a estos retos, especialmente en lo relacionado con la formación, la evaluación y el desarrollo profesional del profesorado universitario. Como resultado, analiza, desde la sociología de las profesiones, la definición de la profesión académica, sus retos, sus dilemas y sus inconvenientes, proponiendo, después de una extensa revisión, un modelo de competencia profesional basado en el trabajo de tesis de Saravia (2004) y las publicaciones de Zabalza (2003-2004) y Rodríguez Espinar (2003).

      "SUMMARY:

      Based on a structural-functionalist perspective, this thesis focuses on defining the challenges that the public university institution faces with the phenomenon of globalization, the information society and the knowledge society, proposing the educational institutions a glocal vision to face such challenges, mainly in the formation, evaluation, professional development of the university teaching staff. As a result, it tackles from the sociology of professions, the definition of the academic profession, its challenges, its dilemmas, and its own inconveniences, proposing, after a thorough revision, a professional competence model which starts initially from the thesis works of Saravia (2004), the publications of Zabalza (2003) and 2004) and Rodríguez Espinar (2003). Structural model of competences of the university teaching staff placing a survey study at the University of Quintana Roo (MEXICO), the thesis tries to follow the positive quantitative paradigm although with the attempt to apply the multimethod approach or integral as some name it, by which both in the pilot study as in the definite study, the author attempts to apply different data gathering instruments as well as the data analysis both with SPSS, in the case of the survey applied to the whole full time university teaching staff of the university; and Atlas-ti for the interviews and discussion groups that the author does among authorities, leaders, people in charge of the teaching staff policies and teachers with different disciplinary visions or former representatives of the academic committee of the same university. Finally, the method is validated. New lines of work in the area of university teaching staff formation and evaluation are proposed. A public and state university is contextualized with a glocal vision, reiterating the importance of reflecting upon the professionalism of the university teaching staff, the programs of teaching staff enhancement and the characteristics of the current society of this new era. "
