This research is focused on developing an approach for learning activities in a virtual learning environment employing Web 2.0.These activities are incorporated into the design of a course intended to contribute to the development of generic and specificcompetencies. Input from subject experts was utilized in developing the approach.A pilot project was implemented and assessed in a Civil Engineering and Informatics course at the Universidad Cato ́lica de laSantı ́sima Concepcio ́n. The approach was assessed through a developed guide to the most effective course design based on learningtheories relating instructional design to learning outcomes.
