Community structure plays a very important role to lead participator to achieve effective interaction when considering the characteristics of eLearner, electronic social life and cooperative learning in the Internet environment. In this paper, we proposed a possible communitiy structure to assist and facility cooperative eLearning for learners with high diversity of education as well as social and cultural background. We think that these learners are a great resource for cooperative learning if organized efficiently. In our community design, by assigning a set of dynamic attribute data, learner is encouraged to make a progress and help each other in the course of learning activity.
