    • This document presents the conceptual framework of a methodology for the development of an urban data management system (UDAMS). The system in this document has the aim to present some elements related to establish competitive advantages for urban planners in the elaboration of urban planning. Ithas been carried out in the old area in the District of Sant Andreu del Palomar, Barcelona.We determine the situation of the urban data in this study area, to subsequently propose a methodology that integrates the following elements: urban data collection and storage, UDAMS' design and implementation, analysis of the information collected from the UDAMS and, finally, its validation.

      The UDAMS consists of tools used in knowledge management, collaborative urban planning, as well as in calculating urban parameters.The extraction of the necessary knowledge for the elaboration of plans and projects at a district scale or for the improvement of the old area is a combination of tools and some of them are a mixture of design techniques of the knowledge based system, such as the acquisition strategies of structured knowledge by experts in the field. The process is made up of the elaboration of the inventory of knowledge, the elaboration of the knowledge plan and the analysis of the social network.

      The collection of the inhabitants¿ perception is performed on proximity, diversity, autonomy, vitality, representativeness through a generating urban indicators system.This system is based on the areas for social interaction, facilities, pedestrian-friendly streets and the use of retail shops located in the study area.

      The methodology employed to analyze the urban parameters is based on the methods and procedures that were useful to calculate the differences in the distribution of the socio-residential characteristics in cities.They were used in studies from different fields like urban geography, sociology, urban economy, demography, urban physics, urban planning, urban morphology, etc.

      The results obtained point out that the planners/operators are provided with the basic information online from computer software.However, some of them lack social perception. The results also highlight that time factor of agents becomes an obstacle for the execution process. We found out that, during the process of elaboration of the planning, the execution time does not coincide between inhabitants and planners in some cases. We also found out that the major part of the flow of knowledge in the key processes for the plan or project preparation flows by the technical team of the Department of Urbanism, and the technical team in turn work along with external agents involved in the process.Finally, the Department does not carry out rehabilitation in the field of study, only urban improvement.

      Moreover, according to the method of exploration of the perception of citizens in the field of study, the inhabitants mention that car park places are insufficient. In all the field of study, there is a total of 205 green area car park places and 61 blue area ones. We have also found out that, during the process of elaboration of the planning, it is possible to reach an agreement.However, the main problem resides in its execution.When the process of approval of the planning finishes, the conditions or interests in the district have changed, or the institution that carries out the execution of the plan presents economic problems.

      Finally, to calculate the urban parameters, we conclude that calleVerdet has narrow or short features for the large number of population that contain the blocks with which adjoins, located between calleMalalts and calleMatagalls. This street is 2.5 meters wide and the adjoining blockshave an estimated population of 189 inhabitants.
