    • This doctoral thesis aims to study some questions regarding comprehension and interpretation which appear in the implementation of technical regulations and standards. After an introduction, it begins to analyze from a generic point of view the organizing system ('ordenamiento') where these documents are conceptually framed. In everyday language, different terms identify these documents and their various constitutive parts. First, we carry out a comparative study of their lexicographical definitions, and their more frequent uses, as described by contemporary linguistic corpus theories. With this material, a logical classification of technical rules is proposed, as well as a classification of the different instruments of the organizing system, together with their consolidated definitions.

      Subsequently, the standardization processes producing these instruments are studied, and the principal interactions they have with the administrative, institutional and legal areas are analyzed.

      After this general presentation of technical regulations and standards, the study is focused on the chosen practical use case: the Spanish Structural Concrete Regulation ('Instrucción de Hormigón Estructural EHE'), published in 1998.

      First of all, we pay attention to the process -covering several decades- that has generated the present form of the Regulation, as a culmination of a historical series of similar documents. Some of its foremost interpretative difficulties are diagnosed, and widely commented following remarks which have been fully discussed in different technical forums. Its component texts are presented: Articles, Comments and Appendixes. The epistemological community of users is described, since the aim declared by the thesis is to study the comprehension problems in the implementation of the Regulation from the viewpoint of these users,.
