    O artigo desenvolve análises a respeito do direito fundamental de participação popular no processo legislativo estadual tendo com locusavaliativo a Assembleia Legislativa do Estado do Pará. A soberania popular dentro do processo legislativo estadual encontra-se evidentemente na representatividade dos parlamentares eleitos pela população. Observa-se que as comissões permanentes instituídas pelo regimento da Casa de Leis, facilitam a utilização do direito fundamental de participação popular no processo legislativo. A Constituição do Estado do Pará, de 1989, é destacada como um exemplo ampliativo da soberania popular na proposição de emendas constitucionais.

    The article develops analyses regarding the fundamental right of popular participation in the state legislative process, with the Legislative Assembly of the State of Pará as the locus of evaluation. Popular sovereignty within the state legislative process is evidently found in the representation of parliamentarians elected by the population. It is observed that the permanent committees established by the regulations of the House of Laws facilitate the use of the fundamental right of popular participation in the legislative process. The Constitution of the State of Pará, from 1989, is highlighted as an expanding example of popular sovereignty in proposing constitutional amendments.
