La organización departamental en la Universidad Nacional del Sur: una explicación a partir de su fundación

    Bahía Blanca a principios del siglo XIX era una de las ciudades más importantes del interior de la provincia de Buenos Aires, Argentina. Hacia fines del siglo XIX el sudoeste bonaerense se integra a los circuitos económicos internacionales. Bahía Blanca queda incorporada al modelo agroexportador que regía la economía argentina, funcionando como centro privilegiado por su ubicación geográfica cercana al puerto más importante del país y por constituir el núcleo de una red ferroviaria en expansión. Otro signo de desarrollo fue el incremento de establecimientos educativos que daban cuenta del progreso de la ciudad, sin embargo, para seguir estudios universitarios los egresados se veían obligados a desplazarse a ciudades como Buenos Aires y La Plata. La solución del problema requería la decisión de crear una universidad nacional en la ciudad. En enero de 1956 mediante un Decreto-Ley del Poder Ejecutivo Nacional se crea la Universidad Nacional del Sur (UNS), bajo una estructura departamental. El objetivo del presente trabajo es indagar y describir los orígenes de la decisión de fundar la UNS con una estructura departamental y los argumentos que se esgrimieron para ello. La metodología utilizada es cualitativa haciendo uso del estudio de caso como método de investigación. La información a analizar se recopila de fuentes secundarias como documentos históricos, normativas, artículos de investigación y libros. A partir de su análisis se elaboran las reflexiones finales que invitan a repensar si el mantenimiento de una estructura interna por departamentos responde o no a las necesidades actuales de la UNS.

    At the beginning of the 19th century, Bahía Blanca was one of the most important cities in the province of Buenos Aires, Argentina. Towards the end of the 19th century, the southwest of Buenos Aires was incorporated into international economic circuits, Bahía Blanca became part of the agro-export model that governed Argentine economy, functioning as a privileged center due to its geographical location, close to the most important port in the country, and the fact that it constituted the nucleus of an expanding rail network. Another sign of development was the increase in educational establishments that accounted for the progress of the city. However, graduates were forced to move to cities such as Buenos Aires and La Plata to continue university studies. The solution of the problem required the decision to create a national university in the city. In January 1956, by means of a Decree-Law of the Executive, the National University of the South (UNS) was created, under a departmental structure. The objective of this paper is to investigate and describe the origins of the decision to found the UNS with a departmental structure and the arguments that were put forward to do it. The methodology used is qualitative, and it uses the case study as a research method. The information to be analyzed is collected from secondary sources such as historical documents, regulations, research articles and books. Based on their analysis, final conclusions are drawn that invite us to rethink whether or not continuing with an internal structure by departments responds to the current needs of the UNS.
