Promoted by the growth of globalization, since the end of the 20th century and the beginning of the 21st century, the international dimension of higher education has occupied an increasingly prominent place on the agendas of Argentine universities. In this sense, it is recognized that various actions were initiated within the university institutions themselves aimed at integrating internationalization into university management. It is in the context of such transformations that it is possible to place the incorporation of the internationalization of higher education into the agenda of the Secretariat of University Policies (SPU) dependent on the Ministry of Education (ME) of the Argentine Nation. In particular, the emergence since 2006 of the Argentine University Promotion Program (PPUA) and the consequent implementation of the initiatives “University Missions Abroad” and “Strengthening of Interuniversity Networks”.In relation to this, from a public policy analysis approach, a reading about the PPUA and its unique lines "University Missions Abroad" and "Strengthening of Interuniversity Networks" will be presented. With this objective, throughout the article the construction of the problem "internationalization of higher education" and the main aspects that allow us to illustrate the theoretical matrix that underlies and stresses the configurations of the public policy in question are presented in a contextualized way.
