The last 20 years have witnessed the emergence of different educational programs based on the use of ICTs that attempt to create the conditions to improve the quality of education based on the use of resources such as audios, videos and applications that allow the creation of material that is hosted on the Internet. The initial objective of this article is to analyze the characteristics of three programs that have tried to incorporate ICT into teaching practice in Mexico through educational policy, and then to answer the question of whether the current "Learn at Home" program has taken advantage of the experience accumulated by these three programs. In pursuit of these objectives, the article initially presents an analysis of the characteristics of the programs Enciclomedia, Habilidades Digitales para Todos and @prende2.0 and inclusion and digital literacy, and then analyzes the "Aprende en Casa" program to determine whether it has recovered some of the experience of the preceding programs. In the final part, a series of reflections are established around the three axes that were considered for the analysis of the different programs: infrastructure, the curriculum and teacher training.
