O atendimento educacional especializado na rede municipal de ensino de Porto Alegre: um olhar a partir da evolução das matrículas entre 2009 e 2020

    The present research is guided by a qualitative approach, aiming, primarily, for a view of the development of applications as much as for proceeding to a textual analysis, which presents the history of the Municipal Network, linked to the specialized educational assistance (SEA) at the municipal network of education of Porto Alegre (MNE/POA). Regarding the theoretical references, it is attached to systems thinking (Bateson, 1996; Capra, 2006; Vasconcellos, 2012), whose perspective is focused on the notions of context and feedback. The data analysis was organized from the surveying of applications of the students who are the target group of special education and attend the specialized educational assistance, starting with the data provided by the School Census of Basic Education between the years of 2009 and 2020. From that analysis, in conjuction with the history of the constitution of actions related to school inclusion at the MNE/POA, it is possible to state that the number of applications at the specialized educational assistance has been registering a significant increase and indicates the following: there is a history of investments associated to the examined network, which has become qualified and boosted the access to services associated to SEA; as a living system, the MNE organizes itself in a process of feedback and the specialized educational assistance functions based on a network of coordinated actions.

    A presente investigação pauta-se em uma abordagem qualitativa, objetivando, prioritariamente, tanto considerar a evolução das matrículas quanto proceder a uma análise textual, que apresenta a história da Rede Municipal, associadas ao atendimento educacional especializado (AEE) na rede municipal de ensino de Porto Alegre (RME/POA). Assenta-se, no tocante ao referencial teórico, que tal seção se associa ao pensamento sistêmico (Bateson, 1986; Capra, 2006; Vasconcellos, 2012), cujo enfoque se volta aos conceitos de contexto e de retroalimentação. A análise de dados organizou-se a partir do levantamento de matrículas dos estudantes público-alvo da educação especial que frequentam o atendimento educacional especializado a partir dos dados disponibilizados a partir do Censo Escolar da Educação Básica entre os anos de 2009 e 2020. A partir dessa análise, em articulação à história da constituição das ações relacionadas à inclusão escolar na RME/POA, torna-se possível afirmar que o número de matrículas no atendimento educacional especializado vem expressando um aumento importante e aponta o seguinte: existe uma história de investimento associada à rede analisada, a qual vem se qualificando e ampliando os serviços associados ao AEE; como um sistema vivo, a RME se organiza em um processo de retroalimentação e o atendimento educacional especializado se operacionaliza a partir de uma rede de ações articuladas.
