Los Comités de Ética de la Investigación (CEI) constituyen un avance sustancial para mejorar la calidad ética de la investigación con seres humanos. Pretendemos hacer una reflexión critica y proponer líneas de mejora para los CEI en el siglo XXI, inmersos en una crisis que afecta a la Investigación Biomédica en general motivada por: recortes de financiación, escasa eficiencia, falta de reproductibilidad de los experimentos, exceso de resultados estadísticamente significativos pero de escasa significación clínica, falta de integridad científica, conflictos de interés, etc. Es función de los CEI contribuir a la garantía pública de que se van a proteger y promover la seguridad, bienestar y derechos de los participantes, en especial las personas vulnerables; el respeto principios de bioética; la calidad científica y la integridad de los investigadores. Para cumplir esta tarea los CEI, mas allá de ser “burócratas o tramitadores”, deberían tener una actitud proactiva mediante: 1. Formación en bioética que promueva la Integridad científica de los investigadores y otros responsables. 2. Asesoramiento previo y seguimiento de las investigaciones para mejorar su calidad científica. 3. Promover un cambio cultural de la importancia social de investigación biomédica, para poder garantizar un servicio real a la comunidad.
Research Ethics Committees (REC) constitute a substantial advance to improve the ethical quality of research with human beings. We intend to make a critical reflection, and propose lines of improvement for the REC in the XXI century, immersed in a crisis that affects the Biomedical Research in general motivated by: funding cuts, poor efficiency, lack of reproducibility of the experiments, excess of statistically significant results but of little clinical significance, lack of scientific integrity, conflicts of interest, etc. It is the function of the RECs to contribute to the public guarantee that they will protect and promote: the security, well-being and rights of the participants, especially vulnerable people; respect bioethical principles; the scientific quality and integrity of the researchers. To fulfill this task, the REC, beyond being "bureaucrats or processors", should have a proactive attitude by: 1. Bioethics training that promotes the scientific integrity of researchers and other responsible parties. 2. Previous advice and monitoring of research to improve its scientific quality. 3. Promote a cultural change of the social importance of biomedical research, in order to guarantee a real service to the community.
