    Determinar qué es aquello que configura el patrimonio fotográfico de una nación, no es una tarea fácil. Quizás la primera de las dificultades estriba en establecer qué Fotografía, y por qué, se adjetiva como nacional. La decisión es trascendental porqué aquellos fondos o colecciones que hayan recibido este atributo, van a gozar de la ayuda (económica, infraestructural, promocional) del gobierno de la nación. Y ¿qué ocurre con el resto del patrimonio fotográfico que no ha adquirido la condición que mencionamos y que también forma parte del patrimonio documental nacional? ¿Qué ayuda recibirá y qué administraciones de- berán asumir esta responsabilidad? Este texto, además de exponer distintos mode- los y propuestas planteadas en el pasado, plantea qué líneas de actuación deberían definir una política pública nacional en la recuperación, tratamiento, conservación y promoción de fondos y colecciones fotográficos de una nación.

    Determining what makes up the photographic heritage of a nation is not an easy task. Perhaps the first of the difficulties lies in establishing which photograph, and why is classified as national. The decision is transcendental be- cause those funds or collections that have received this attribute will enjoy the help of the national government (economic, infrastructural, promotional). And what happens with the rest of the photographic heritage that has not acquired the condition we mentioned and that is also part of the national documentary heritage? What help will you receive and what administrations should assume this responsibility? This text, in addition to exposing different models and proposals raised in the past, proposes what lines of action should define a national public policy in the recovery, treatment, conservation and promotion of photographic funds and collections of a nation.
