Los protocolos de consulta previa en la Amazonia brasileña y la lucha por la ciudad de la Floresta

    La Amazonia es considerada un conjunto de ecosistemas caracterizados, principalmente, por su rica sociobiodiversidad. Sin embargo, a lo largo del tiempo, se ha producido un proceso desordenado de ocupación y un consecuente cambio en la dinámica de urbanización de la región en su porción brasileña. Por eso, es necesario desarrollar instrumentos que formalicen y fortalezcan la lucha por la lógica de la ciudad de la Floresta, como es el caso de los Protocolos Autónomos de Consulta Previa (PACP). Así, el objetivo de esta investigación es analizar la relación entre los PACP y la garantía del derecho a la ciudad en la ciudad de la Floresta. Para esto, se utilizó el enfoque deductivo y el análisis de datos bibliográficos y documentales como técnica de investigación. Como resultado, se observó que los PACP pueden ser considerados instrumentos operativos tanto del derecho a la consulta como de la ciudad como espacio de encuentro.

    The Amazon is considered a set of ecosystems, characterized mainly by its rich socio-biodiversity. However, over time, there has been a disorderly process of occupation and the consequent change in the dynamics of urbanization of the region in its Brazilian portion. Therefore, it is necessary to develop instruments that formalize and strengthen the fight for the logic of the forest city, as is the case of the Autonomous Protocols for Prior Consultation (PACP). Thus, the objective of this research is to analyze the relationship between PACPs and the guarantee of the right to the city in the forest city. For this purpose, the deductive approach and the analysis of bibliographic and documentary data were used as a research technique. As a result, it was observed that the PACPs can be considered operational instruments of both the right to consultation and the city as a meeting space.
