    The present article aims to analyze the disputes within the Canoas/RS Town Hall surrounding the Legality Movement (1961) and the role of then governor of Rio Grande do Sul, labor leader Leonel Brizola (PTB), from 1961 to 1962. The local political leaders of that period of conflict between national-reformists and conservatives assumed positions and reinterpreted the actions and ideas of Brizola, reflecting the party politics of the city. Based on a qualitative analysis of the Canoas/RS Town Hall legislative minutes of the period, we intend to understand the manner in which the dispute occurred in the Town Hall and how the interpretations proposed by local politicians served to praise of criticize the figure of Brizola and what he represented in a context of struggle between labor and anti-labor forces, as well as the strategies used for refusing and/or accepting Brizola.

    O presente artigo tem como objetivo analisar as disputas em torno do Movimento da Legalidade (1961) e da atuação do governador do Rio Grande do Sul naquele episódio, Leonel Brizola (PTB), entre os vereadores da Câmara Municipal de Canoas/RS durante os anos de 1961 e 1962. As lideranças políticas locais, inseridas naquela conjuntura de conflito entre as forças nacional-reformistas e conservadoras, assumiram posições e reinterpretaram as ações e as ideias daquele líder trabalhista, o que também refletia as divisões político-partidárias do município. A partir da análise qualitativa das atas legislativas da Câmara Municipal de Canoas/RS do período, pretende-se perceber como tal disputa ocorreu na Câmara municipal e como operava as interpretações propostas pelos políticos locais para louvar ou criticar a figura de Brizola e o que ele representava num contexto de considerável embate entre as forças trabalhistas e anti-trabalhistas, bem como as estratégias utilizadas para a recusa e/ou aceitação do mesmo.
