China’s rise wouldn’t have been possible without the reforms and opening up launched by Deng Xiaoping and its accession to the WTO in 2001. Since then, China has become the second global economy and a major power, implementing initiatives like the Belt and Road and extending its economic clout and politi- cal influence. The US policy of «engagement» has also evolved towards a competitive strategy, with Washington considering Beijing a challenge to the stability and the openness of the inter- national system. In a moment when both the US and China are renewing alliances and friendships, the European Union may find itself in an uncomfortable position, which at the same time offers opportunities to show strategic autonomy in European decisions.
If COVID accelerated deep economic and geopolitical change, the war in Ukraine is a tectonic shift. It has unveiled a united Europe which cannot remain equidistant between Washington and Beijing. When it comes to defining a new international order, China’s position in this crisis will have an impact on its relations with the EU and with the US.
