Study on the Current Situation and Countermeasures of Education with Disabilities in China

  • As a feudal dictatorship for more than 2,000 years, China owed the beginning of education for thedisabled to the contribution of missionaries. William Murray, a Scottish missionary, founded the first schoolfor the disabled in Chinese history in Beijing in 1874, followed by successive schools for the disabled in Shandong,Shanghai, Jiangsu, and Hubei, it was only then that the means of Braille in Western countries had theopportunity to enter China. At present, there are four main problems in the field of education with disabilitiesin China: first, the legal protection in the field of education with disabilities is inadequate; second, the fundingprovided by the governments is quite limited, and there is a long-term and serious imbalance in the fundingof education for the able-bodied and education with disabilities; thirdly, there is a inadequacy in both thequantity and quality engaged in the education of the disabled, and the loss of teachers among the disabled hasnot received widespread attention; fourthly, there is a disconnect between the education with disabilities andtheir own medical rehabilitation and employment. The author proposes three suggestions, firstly, to improvethe legal supply of education with disabilities through legislative means, to have a strong legal basis for theireducation rights; secondly, on the premise of adhering to the main position of the government, diversified andmarket-oriented mobilization of private capital into the field of education with disabilities, especially socialautonomous organizations and private enterprises, which is a good channel to solve employment with disabilities.We should widely develop special education teachers’ training and scientific research power throughfamous universities and local teacher training schools, increase the construction of special education teachers’team in terms of both quality and quantity, and provide policy care in terms of title evaluation, welfare treatment,and job promotion.
