    • In Paraguay, as in the other countries of Latin America, most of the transformations and social conquests occurred after the struggle of the organized sectors in movements, who disagreed with the prevailingpolicies and structures at each historical moment.The present research is situated in this context with the general objective of analyzing the incidence of the historical demands and vindications of the Paraguayan university student movement in the formulation of public policies aimed at the sector. The period of theoretical and documentary review of the facts covers from2015 to 2020.From the theoretical approach carried out, it is important to highlight, on the one hand, that the conquests of the student movements of the Universidad Nacional are the result of a historical accumulation, where corruptioncomplaints, arbitrariness and desire for a true university reform with a free, public and high quality education–added to the breakdown of the education model that governs–are claims long yearned for by all generations, but, conversely, in attention to the narrated events, it could be supposed the failure of a true university reform caused by deep-rooted problems that are long-standing and still prevail.
