Resumen de RRI y ambivalencia en el sistema de innovación de la UE: la heurística de la anticipación y sus límites

  Este trabajo pretende poner de manifiesto el carácter constitutivamente ambivalente del actual marco de innovación responsable de la UE, a saber, RRI (Responsible Research and Innovation). Esa ambivalencia depende de las dinámicas subyacentes a las narrativas y prácticas involucradas en los procesos de innovación, y viene a reflejar las tensiones entre una tendencia disruptiva (en tanto inclusiva) y otra limitante (en tanto comprometida con un marco normativo prefijado) de RRI en el contexto del sistema de innovación. Una gestión responsable de las innovaciones tecno-industriales debería atender a esas tensiones, y la anticipación podría ser una herramienta adecuada para ello. Sin embargo, la propia anticipación no escapa a esta ambivalencia, por lo que la habilitación de una heurística anticipatoria capaz de gestionar productivamente las tensiones e iluminar vías alternativas de acción dependerá de ligar esta herramienta a una estrategia característicamente disruptiva (sin dejar de reconocer las limitaciones de la misma).

  This paper aims to highlight the constitutively ambivalent nature of the current EU framework for responsible innovation, namely Responsible Research and Innovation (RRI). This ambivalence relies on the dynamics underlying the narratives and practices involved in innovation processes, and it reflects the tensions between two tendencies in RRI within the innovation system, namely the tensions between a disruptive (or inclusive) tendency and a limiting tendency (insofar as it is committed to a predetermined normative framework). Responsible management of techno-industrial innovations should address these tensions, and anticipation could arguably be an appropriate instrument for doing so. However, anticipation does not escape this ambivalence. Promoting an anticipatory heuristic that is capable of managing these tensions productively and illuminating alternative courses of action will also depend on the ability to link anticipation to a characteristically disruptive strategy (whilst recognizing the strategy’s limitations).
