    En todo el mundo globalizado y en proceso de transformación tecnocientífica se trabaja en la redacción de unos Derechos Digitales. No se trata de inventar nuevos Derechos Fundamentales, que ya están recogidos en la Declaración Universal de Derechos Humanos de las Naciones Unidas desde 1948, en la Constitución española de 1978 y en la Carta Europea de Derechos Fundamentales de 2000. Se trata de desarrollar y adaptar al entorno digital el ejercicio de esos Derechos.

    Throughout the globalized world and in the process of a technoscientific transformation, work is being done on the drafting of Digital Rights. It is not about inventing new Fundamental Rights, which are already included in the United Nations Universal Declaration of Human Rights since 1948, in the Spanish Constitution of 1978 and in the 2000 European Charter of Fundamental Rights. It is about developing and adapting the exercise of these Rights to the digital environment.
