El reciente proceso migratorio en Uruguay: algunos desafíos para las alternativas educativas y de cuidado

      En la actualidad, los procesos migratorios constituyen una temática de atención política y científica, que, a pesar de no ser recientes, presentan nuevas características y dimensiones que remiten a problemas de integración social y derechos. En Uruguay, la migración reciente se caracteriza por el aumento de inmigrantes de orígenes latinoamericanos no tradicionales, revirtiéndose en los últimos años el saldo migratorio negativo que caracterizaban las tendencias migratorias uruguayas desde la segunda mitad del siglo pasado. Entre los migrantes recientes, la proporción de niños y niñas de 0 a 14 años, potenciales demandantes de servicios educativos y de cuidados, es mayor al 20%. Reconociendo esta realidad, en este artículo nos proponemos presentar el panorama de recursos educativos y de cuidados a disposición de las familias migrantes. Encontramos que se han realizado avances en el reconocimiento institucional de la problemática, siendo aún incipiente el debate acerca de la migración en la infancia y la comprensión de los procesos de integración de los niños y niñas migrantes en nuestro país, quedando muchos cuestionamientos por formular y responder.

      At present, the migratory processes constitute a thematic of political and scientific attention, that, in spite of not being recent, present new characteristics and dimensions that remit to problems of social integration and rights. In Uruguay, recent migration is characterized by the increase of immigrants from non-traditional Latin American origins, reversing in recent years the negative migratory balance that characterized the Uruguayan migratory trends since the second half of the last century. Among recent migrants, the proportion of children aged 0 to 14, potential claimants of educational and care services, is greater than 20%. Recognizing this reality, in this article we propose to present the panorama of educational resources and care available to migrant families. We found that progress has been made in the institutional recognition of the problem, with the debate about migration in childhood and the understanding of the processes of integration of migrant children in our country still incipient, leaving many questions to be formulated and answer.
