Resumen de Desafios regulatorios para o sector das comunicaçoes em Portugal

In this paper, the evolution of the liberalization process in the Portuguese Communications Sector is analysed, since the end of the decade of 80 till the present. The dominant position of the incumbent telecommunications operator is revealed. Afterwards, future perspectives and recommendations for the governmental entities, regulators, and private operators, are presented, in order to intensify the competition, through the coexistence of alternative platforms for services distribution: copper, cable, and terrestrial.

Neste artigo, analisa-se a evolucáo do processo de liberalizacáo encetado no Sector de Comunicacóes em Portugal, desde o final da década de 80 até á actualidade. Descrevem-se ainda as principiais situacóes de exercício de posicáo dominante por parte do operador incumbente de telecomunicacóes. Posteriormente, apresentam-se perspectivas futuras e recomendacóes para os agentes reguladores e privados, as quais apontam no sentido da intensificacáo da concorréncia, através da coexisténcia de plataformas alternativas de distribuicáo de servicos: cobre, cabo e terrestre.
