    As a result of the title of Cultural Heritage of Humanity awarded to São Luís, capital of Maranhão, state policies of preservation were prioritized in order to protect its patrimonial collection. In this context, the objective of this study is to identify the forms of inclusion of tourism in these public guidelines (1980s and 1990s), interpreting the actions for conservation and revitalization of its Historic Center. With a qualitative approach, and exploratory and descriptive procedures, the investigation was supported by an extensive bibliographical and documentary review, including support in web research, reaching results that contribute to the critical analysis on the subject. It is concluded that these governmental directions consider aspects related to tourist activity, highlighting, mainly, gains in urban infrastructure and in support of historical assets, which serve as basis for the development of the sector, especially with an increase in the supply of specific equipment.

    Em decorrência do título de Patrimônio Cultural da Humanidade concedido a São Luís, capital do Maranhão, foram priorizadas políticas estaduais de preservação, com o intuito de proteger o seu acervo patrimonial. Nesse contexto, objetiva-se, neste estudo, identificar as formas de inclusão do turismo nessas diretrizes públicas (décadas de 1980 e 1990), interpretando ações para conservação e revitalização do seu Centro Histórico. Com abordagem qualitativa e procedimentos exploratórios e descritivos, a pesquisa foi apoiada em extensa revisão bibliográfica e documental, inclusive com suporte em web research, alcançando resultados que contribuem para a análise crítica sobre a temática. Conclui-se que aqueles direcionamentos governamentais consideram aspectos relacionados à atividade turística, destacando-se, em especial, ganhos em infraestrutura urbana e em sustentação de bens históricos, que servem de base para o desenvolvimento do setor, notadamente com ampliação da oferta de equipamentos específicos.
