    La discusión sobre financiación autonómica de la sanidad es un asunto donde el consenso deviene crucial, y precisa de un acuerdo de principio ético. Consideramosque éste puede ser la igualdad de oportunidades. Se revisan críticamente las novedades recientes en este debate, el nuevo sistema de financiación autonómica parael quinquenio 1997-2001, la nueva RAWP, fórmula inglesa de reparto financiero sanitario, junto con el mecanismo de financiación de la sanidad para el cuatrienio 1998-2001 por acuerdo del CPFF de 27 de noviembre de 1997, y se establecen las bases para una propuesta, consistente en profundizar en la corresponsabilidad fiscal incorporando la sanidad a la financiación autonómicageneral. En este nuevo marco, habrá que diseñar los mecanismos de garantía que permitan el logro de los objetivos de la Ley General de Sanidad.

    Discussion on autonomous community health funding is an issue where consensus is proving crucial and an agreement on ethicalprinciple is required. We consider that this principle could be equal opportunity. We carry out a critical review of recent new aspects of this discussion, the new system of autonomous community funding for the five-year period 1997-2001, the new RAWP, the British health finance distribution formula, together with the health funding mechanism for the four-year period 1998-2001 by agreement of the CPFF of 27 November 1997, and we lay the foundations for a proposal consisting of further development of fiscal co-accountability by including health in general autonomous community financing. In this new framework it will be necessary to design the guarantee mechanisms that will assure achievement of the objectives of the Health Act.
