Resumen de El tercer sector y la innovación social en sistemas mixtos de bienestar: antecedentes, facilitadores y retos de gobierno

  Las organizaciones de la sociedad civil tienen asignado un papel tan relevante como difícil de desempeñar en la nueva configuración institucional de los sistemas de bienestar mixtos. En concreto, se espera que las organizaciones del tercer sector sean capaces de competir en eficiencia con administraciones públicas y empresas, de colaborar con ellas para una mayor eficacia conjunta del sistema, y de reivindicar los derechos y denunciar las situaciones de los colectivos vulnerables;

  entrando en conflicto, si fuese necesario, con los demás actores participantes. A estas expectativas se ha añadido en tiempos recientes la exigencia de que las organizaciones del tercer sector sean innovadoras socialmente, contribuyendo así a generar soluciones novedosas a problemas sociales.

  Este artículo pretende explicar los antecedentes y factores facilitadores de la capacidad de las organizaciones del tercer sector para la innovación social, e identificar los principales retos de gobierno que afrontan en la práctica al intentar desarrollar innovaciones sociales.

  Civil society organizations are assigned a role as relevant as difficult to perform in the new institutional configuration of mixed welfare systems. More specifically, it is expected that third sector organizations efficiently compete with public administrations and firms, that they collaborate with other actors to increase overall system effectiveness, and that they claim the rights and denounce the situations of vulnerable segments of the population, getting in conflict with other system actors whenever necessary. These expectations have recently compounded with the demand that third sector organizations become socially innovative, thus contributing to generating new solutions to social problems. This article aims at explaining the antecedents and enablers of the capacity of the third sector organizations for social innovation, and identifying the main governance challenges that they face in practice when trying to develop social innovations.
