    Capital expenditures (excluding debt) have increased by 60% over the last 30 years. The years 2014 and 2015 were marked by a shrinking of these expenditures by respectively 9,5% and 7,4% to reach 41,5 billion in 2015. Many causes can account for this inflection, such as the structural imbalance of the counties' budgets, the financial reforms implemented in 2010 restricting the tax lever, the operational timetable based on the election cycles, the uncertainties linked to the change of the geographical and functional area of the new regions, or the delegation of some constructions to private-sector third parties. The decrease of the State's allowance can thus not be the only reason explaining this inflection.

    Les dépenses locales d'investissement, hors dette, ont augmenté de 60 % en volume depuis les trente dernières années. Les exercices 2014 et 2015 ont été marqués par une contraction de ces dépenses de respectivement 9,5 % et 7,4 %, pour atteindre 41,5 MdsE en 2015.

    Déséquilibre structurel des budgets départementaux, réformes financières de 2010 limitant le levier fiscal, calendrier opérationnel issu des cycles électoraux, incertitudes liées aux modifications des périmètres géographiques et fonctionnels des régions, délégation de certaines constructions a des tiers privés sont autant de causes de cette inflexion, qui ne peut s'expliquer par la seule baisse des dotations de l'État.
