From the end of the eighteenth century and through the nineteenth century a large number of European states were establishing their own education systems. The Revolution in France had a significant effect on the structure of national edu-cation systems, although this did not occur immediately. In sornes cases, such as the Spanish one, there were discussions and agreement reached with the Church regarding education, while other states succeeded in overcoming the Church monoply in terms of formal education. This new approach to educating citizens increased governmental interest in providing política! solution to educational and social problems. Growing state activity made it possible to institutionalize the modern education system by establishing the infrastructure, and increased organization and control over the process of developing education.
