La aparición del Dáesh dentro del espectro del terrorismo de corte «yihadista» ha supuesto un incremento de la amenaza ya existente en este ámbito.
La internacionalización de los conflictos en Siria e Iraq y la extensión a otras zonas produciendo una atracción de seguidores del terrorismo hacia las denominadas «zonas de yihad» ha provocado unas cifras sin precedentes del llamado fenómeno de «terroristas extranjeros». Su integración en grupos terroristas y, en su caso, el retorno a sus países de origen representa sin duda una amenaza que debe afrontarse. Amenaza que ya se ha materializado en ataques terroristas en la Unión Europea y países cercanos. Mucho tiene que ver el uso intensivo de Internet y redes sociales por parte de los terroristas para la captación y radicalización de simpatizantes y la promoción de acciones terroristas individuales de los que no quieren o pueden desplazarse.
Los servicios de seguridad, policiales y de inteligencia de la Unión Europea vienen desde hace años, cuando irrumpió el terrorismo yihadista en Europa, adaptando sus técnicas y procedimientos a esta amenaza. Un gran paso hacia a la prevención y anticipación se ha dado y ha ayudado a prevenir numerosos ataques que se podían haber producido.
La aparición del Dáesh con los nuevos perfiles y procedimientos asociados a este terrorismo exige de nuevo una rápida y eficaz evolución de la actuación para combatirlo.
Los servicios europeos y las instituciones europeas centran sus esfuerzos en una revisión del marco legal y planes de acción existentes para mejorar y ajustar la seguridad nacional y europea a la nueva amenaza.
El impulso político y la necesidad operativa lleva a reforzar el uso de las herramientas existentes, hacerlas más completas y accesibles, conectar los sistemas y bases de datos, potenciar las plataformas multidisciplinares y la cooperación multilateral con herramientas como Europol y su Centro Europeo contra el Terrorismo.

The emergence of Daesh within the spectrum of «jihadist» —like terrorism has meant a rise in the already existing threat in this field—.
The internationalization of the conflicts of Syria and Iraq, and the spreading to other zones causing the attraction of terrorism followers towards the areas known as «jihad zones», has driven to unprecedented figures of the phenomenon known as «foreign terrorists». Their integration in terrorist groups and, in their case, the return to their countries of origin represent, without a doubt, threats that must be faced. Threats that have already materialized in terrorist attacks in the European Union and neighbouring countries. A lot of this is due to the intensive use of Internet and social networks by terrorists for the recruitment and radicalization of supporters, and the promotion of individual terrorist actions of those who do not want or cannot travel.
The security, policy and intelligence services of the European Union have been adapting their techniques and procedures for years since jihadist terrorism irrupted in Europe. A long leap has been done that has helped prevent numerous attacks that might have taken place.
The emergence of Daesh, with the new profiles and procedures associated to this kind of terrorism, requires again a fast and effective evolution of the actuations to counter it.
European services and institutions aim their efforts on the review of the legal framework and the existing action plans to enhance and tailor the national and European security to the new threats.
Political impulse and operative necessities lead to reinforce the use of existing tools, make them more complete and accessible, connect the systems and databases, and empower multidisciplinary platforms and multilateral cooperation with tools such as Europol and the European counter Terrorism Center.
