Education is largely acknowledged as a key to regional development. This presentation discusses the issue from a bipolar perspective in which shortcomings, both in the south and the north, are initially presented as a contextualising frame for further discussion. The change in the policy of aid agencies from aid to partnership is also highlighted. The creation of centres of excellence in various research fields is presented as an important way to foster research and development in the south. Models of inquiry in connection with creation, diffusion and utilization of knowledge are presented with emphasis in their necessary linkage. The paper also analyses three of the main trends in educational research, which have considerable implications for regional development, particular emphasis is made in the role of participatory research.
