Lifelong values have a fundamental importance in the history and life of the human being. They configured society and the individual thru educational laws, in which the type of man to form is reflected. This study examines the hierarchy of values in the First Decree on Education in Puerto Rico. It will also evaluate the impact of Spain educational laws in Puerto Rican reality. It uses the analysis of axiological content method, and data interpretation from a historiographical perspective in 19th century context. One of the conclusions which we have reached, is that the hierarchy of this Decree, is marked by values: intellectual, temporal, social, instrumental and spatial.
