The study of the effects of a Total Quality Management (TQM) initiative on the performance of the firm has been an issue widely discussed in the literature on strategy and quality. Nevertheless, the empirical evidence is not conclusive. This is the reason why, in some occasions, the effectiveness of a TQM initiative has been a controversial matter. The objective of this paper is to present a framework to study these problems, which makes easy the research and the solution of this issue. So, we suggest approaching the relationship between TQM and performance from a resource based view. From this approach,the effects of TQM on the performance are explained through the resources and competencies that the implementation of this strategy generates. In this paper we guide the investigation toward the identification of the core competencies that are generated by a TQM initiative, issue scarcely managed by previous researches in the quality literature.
