The article analyzes the theoretical and practical oriented activity associated with the formation of the creative activity of underage children who have a certain meaning in the activities of cultural institutions. After the research of the nature of the social and cultural component, we concluded that the dynamic changes lead to the emergence of new personality structures (properties and qualities) of different degrees of stability. The changes become possible by integrating the function of cultural institutions and social services, combining with the specifics of the environment on the one hand (social environment, cultural innovation, etc.), and personality traits on the other.
