La presencialidad de Gobierno Electrónico y la cobertura de Virtualidad Universitaria

    En el presente trabajo se muestran los hallazgos de un análisis realizado a los portales educativos de las universidades que conforman la Región Centro Occidental, con el objeto de determinar el nivel de presencialidad de gobierno electrónico, y de esta manera establecer la cobertura de los servicios educativos de carácter académico administrativo alcanzada a la fecha por dichas instituciones a través de sus entornos virtuales. El estudio es de naturaleza cuantitativa descriptiva, y se trabajó con un total de 9 universidades que pertenecen a la región geopolítica en referencia. Se analizaron las páginas web institucionales utilizándose una lista de cotejo en la cual se verificó la presencia o no de una serie de criterios correspondientes a cinco niveles de presencia de gobierno electrónico. Entre los hallazgos más significativos, se pudo determinar que los criterios con mayor incidencia de cobertura en las plataformas universitarias corresponden a los niveles de Presencia emergente en línea (información estática) y Presencia mejorada en línea (información más dinámica y con opciones), siendo la UCLA, LUZ Núcleo Pto. Fijo y la UNY, las instituciones universitarias con mayor número de criterios o categorías cubiertos en los cinco niveles de presencia. El trabajo se inscribe en la línea de investigación (TIC, Docencia e Innovación), adscrita al Núcleo de Investigación Docencia, Innovación y Tecnología (NIDIT) de la UPEL-IPB.

    In the present work the findings of an analysis realized to the educative vestibules of the universities that conform the Region Western Center, with the intention of determining the level of presence electronic government`s appear and this way to establish the cover of the educative services of administrative academic character reached to the date by these institutions through their virtual surroundings. The study is of descriptive quantitative nature, and it worked with a total of nine universities that belong to the geopolitical region in reference. The institutional pages were analyzed Web being used a list of I collate in which the presence was verified or not of a series of criteria corresponding to five levels of presence of electronic government. Between the most significant findings it was possible to be determined that the criteria with greater incidence of cover in the university platforms correspond at the levels of emergent Presence in line (static information) and Presence improved in line (more dynamic information and with options), being the UCLA, LUZ Nucleus Pto. Fijo and the UNY, the university institutions with greater number of criteria or categories covered in the five levels of presence. The work register in the line of investigation (TIC, Teaching and Innovation), assigned to the Nucleus of Investigation Teaching, Innovation and Technology (NIDIT) of the UPEL-IPB.
