Sobre la viabilidad social, política, técnica y económica de la renta básica de ciudadanía

    En este artículo se quiere profundizar en un aspecto que es fundamental para cualquier propuesta política y social que quiera hacerse un hueco tanto en la opinión pública como en la agenda pública. De este modo, cualquier propuesta debe pasar desde nuestro punto de vista dos importantes filtros: uno el de la deseabilidad ética y normativa, y el otro, el de la viabilidad. Y como puede suponerse la propuesta de la Renta Básica de Ciudadanía (RBC) no es ninguna excepción. El debate entorno a ella en un primer momento se ha centrado en el primero de los filtros, habiéndose dado a lo largo de estos últimos años diversas y muy interesantes controversias al respecto. El segundo filtro, el de la viabilidad, no parece que esté actualmente tan desarrollado y a lo largo de este artículo van a plantearse una serie de argumentos para defender la viabilidad de dicha propuesta.

    Para ello, se van a diferenciar dos tipos de viabilidades dentro de la RBC: la viabilidad política y social por un lado y la económica y técnica por el otro. El artículo va a intentar resaltar la importancia de estos aspectos para la pervivencia y la maduración de una idea como la RBC, que inicialmente suscita en algunos sectores sociales y políticos ciertas reticencias. En este sentido, aspectos como el realismo, el gradualismo o unas adecuadas estrategias pedagógicas y divulgativas pueden ser elementos importantes que hay que tener en cuenta a corto, medio y largo plazo.

    In this article we want to deepen into a fundamental aspect for any political andsocial offer that claims to appear both in the public opinion and in the public agenda.Thus, any offer must pass, from our point of view, two important filters: the first one the ethical and normative desirability, and the second one, the viability. And in this sense,the offer of the Basic Income of Citizenship (BIC) is not any exception. The debate aboutthe BIC has centred in the first moment on the first of the filters, appearing throughoutthe latter years diverse and very interesting controversies in the matter. The secondfilter, the viability, does not seem to be so developed nowadays, and in this article we’llraise a series of arguments to defend the viability of the above mentioned offer.For this, we will differentiate two types of viabilities inside the BIC: the political andsocial viability on the one hand, and the economic and technical on the other one. Thearticle will try to highlight the importance of these aspects for the survival and theripeness of an idea as the BIC, which initially provokes certain reticences in some socialand political sectors. In this respect, aspects as the realism, the gradualism or a fewsuitable pedagogic and divulgative strategies can be important elements that it isnecessary to bear in mind in the short, medium and long term.
