La política mediterránea de la CEE y las relaciones con España

    The negotiations between Spain and the Common Market, now that the Europe of the Six Powers has been converted into the Europe of the Nine Powers, are being carried on within the context of the EEC Mediterranean policy which involves various problems of a commercial, political and demographical nature. This last is a particulary thorny one since it requires a solidarity among the member nations which is not always real. Spain, not satisfied with the results of negotiations for inclusion in the EEC, is pushing for specific consideration of its problems. These are the problems of an agricultural Mediterranean nation experiencing rapid industrial growth in addition to large-scale labor emigration, the whole of which constitutes a uniform, but not necessarily exclusive political and industrial background.

    La Négotiation Espagne-Marché Commun, après la conversion de l'Europe des Six en l'Europe des Neuf, se fait dans le cadre de la Politique Méditerranéenne de la C.E.E. Cette négotiation pose des problèmes politiques, démographiques et commerciaux. Les problèmes démographiques sont les plus importants car ils exigent une solidarité qui n'existe pas toujours, entre les pays de la Communauté. L'Espagne, qui ne trouve pas satisfaisante son incorporation (dans le sens de négotiation), demande qu'on considère ces problèmes, qui sont non seulement les problèmes typiques d'un pays méditerranéen agricole, mais aussi ceux d'un pays en train de se développer industriellement, et qui a de plus une forte émigration laborale.
