      En el Nuevo Estado franquista la administración local asentó un modelo Iiderado desde el Ministerio de la Gobernación que custodiaron los gobernadores civiles y jefes provinciales del Movimiento. Salvados los titubeos iniciales del régimen salido de la Guerra Civil, las elecciones municipales de 1948 impusieron un sistema peculiar de participación con apariencias de depositar en los vecinos el derecho de elegir sus representantes en el ayuntamiento. Sin embargo, la democracia orgánica limitó el sufragio a los cabezas de familia a un tercio de la corporación municipal. Los otros dos tercios dependieron de los compromisarios y electores de los candidatos sindicales y de entidades registradas en el Gobierno Civil. De cara a la configuración y cambios en el ayuntamiento de la capital se analiza el proceso electoral, candidaturas, controles, propaganda limitada y resultados, desde la primera renovación del equipo concejil convocada en 1951 yen las sucesivas elecciones trienales hasta 1970.

      In the Nuevo Estado under Franco Government, the local administration established a new model headed by the Ministry of the Interior and guaranteed by the Civil Governors and the provincial leaders of the Falangist movement. Once the initial hesitations of the regime that carne out of the Civil War were solved, a particular system of participation was imposed in the 1948 local elections, pretending to give the citizens the right to elect their representatives at the city council. However, the organic democracy reduced the right lo vole of the heads of the households lo one third of the local corporation. The other two thirds belonged lo the delegates and the electors of the trade unions candidates and of organizations registered in the Civil Government. The elections process is analyzed according to the new configuration and to the changes in the city council of the main city: candidacies, contracts, Iimited propaganda, results, from the first clearout of the council team called in 1951 and in the following triennial elections until 1970.
