El discurso geopolítico de la élite política turca sobre derechos humanos

    Este artículo analiza los discursos de los representantes turcos ante la Asamblea General de Naciones Unidas celebrada anualmente en Nueva York desde el año 2002 —justo antes de que llegara el Partido de Justicia y Desarrollo (AKP) al poder, tras las elecciones generales de noviembre de ese mismo año— hasta la actualidad. El análisis se centrará en la visión geopolítica que la élite gobernante ha planteado sobre la situación de los derechos humanos en la arena internacional a lo largo de este marco temporal. Ello permitirá constatar qué lugares se destacan a la hora de denunciar las violaciones de derechos humanos a escala global y cuál es el papel que se le otorga a Türkiye ante estos fenómenos. Los discursos encajan con la categorización de Türkiye de potencia media emergente que aspira a un tener relevancia regional y mundial y revelan que el estado de las relaciones con los países y actores mencionados influye, como ha constatado también en otros casos la literatura académica (Terman, 2023) a la hora de señalar dónde y cómo se producen determinadas vulneraciones de derechos humanos.

    This article analyzes the speeches delivered by Turkish representatives before the United Nations General Assembly, held annually in New York, from 2002—just before the Justice and Development Party (AKP) came to power following the general elections of November of that same year—to the present. The analysis focuses on the geopolitical vision articulated by the governing elite regarding the state of human rights in the international arena throughout this period. This approach allows us to identify which places are highlighted when denouncing human rights violations on a global scale and the role attributed to Türkiye in relation to these phenomena. The speeches align with the categorization of Türkiye as an emerging middle power aspiring to regional and global relevance, and they reveal that the state of relations with the countries and actors mentioned influences—as has also been observed in other cases in the academic literature (Terman, 2023)—the way in which specific human rights violations are identified, as well as where and how they are said to occur.
