Modelo de referencia para la gestión de recursos y servicios informáticos en ecosistemas tecnológicos de apoyo a la investigación

    Los actores de los Ecosistemas Tecnológicos de Apoyo a la Investigación (ETAI) [1], particularmente en instituciones de países en vía de desarrollo, presentan dificultades con la Visibilidad, el Acceso y el Uso Compartido del conjunto de Recursos y Servicios Informáticos (RSI) [2-4]. Considerando esto, la presente investigación busca especificar un modelo de referencia para la gestión de los RSI en los ETAI.

    Durante la revisión del estado del arte fue posible identificar múltiples trabajos afines, destacando que, en el ámbito de los países en vía de desarrollo, aún no se ha logrado consolidar un esquema de solución ampliamente usado para permitir la interoperabilidad de los RSI existentes en los ETAI [5]. En este sentido, la investigación toma valor innovador y busca realizarse en beneficio de los ETAI y en consecuencia fomentar el trabajo voluntario y cooperativo entre diversas instituciones, especialmente aquellas que se encuentran en los países en vía de desarrollo.

    Metodológicamente, se hace una adaptación del trabajo de Hernández-Sampieri and Torres [6], iniciando con la identificación y procesamiento de trabajos académicos con la intención de reconocer elementos, procesos y procedimientos necesarios para lograr la visibilidad, el acceso y uso compartido de los RSI presentes en los ETAI. Se continúo concretando la base documental de la investigación, la selección de herramientas tecnológicas y la identificación de necesidades/oportunidades del grupo objetivo. Posteriormente se busca expresar la solución al problema, mediante la especificación del modelo de referencia y la descripción arquitectural del conjunto de artefactos relacionados. Luego se pretende realizar la construcción de un prototipo funcional para instanciar los componentes tecnológicos del modelo BIBLIOTECA DESCRIPCIÓN DE LA TESIS O TRABAJO DE GRADO de referencia especificado. De forma constante se llevará a cabo la verificación de los artefactos diseñados e implementados que hacen parte del conjunto de elementos de la solución.

    Finalmente, se identificarán los efectos obtenidos en cada una de las demás etapas en contraste con los objetivos planteados en la investigación.

    El modelo de referencia podrá ser instanciado de forma aislada beneficiando a una comunidad particular y posteriormente puede ser integrado con otras instancias del mismo modelo de referencia según la necesidad y vocación de cada comunidad científica. Se pretende que el modelo de referencia tenga un enfoque de portal científico, además de incluir los lineamientos necesarios para realizar la gestión de los RSI en los ETAI. Estos lineamientos estarán expresados en diversos niveles de abstracción que van desde los aspectos tecnológicos hasta los organizacionales. De este modo, será posible aumentar la visibilidad, el acceso y uso compartido de los RSI existentes en los ETAI, sacando provecho de su naturaleza heterogénea.

    Esta iniciativa propende hacia la defensa del acceso a los recursos públicos buscando así la democratización del conocimiento y la equidad desde el ámbito académico-científico. Del mismo modo, la estrategia fomenta un esquema de cooperación interinstitucional en el que cada institución puede ofrecer de forma voluntaria y cooperativa los recursos y/o servicios informáticos que desee integrar al entorno de cooperación.

    The actors of Technology Ecosystems for Research Support (TERS) [1], particularly in institutions of developing countries, have difficulties with the Visibility, Access, and Sharing of the set of Information Technology Resources and Services (ITSR) [2-4].

    Considering this, the present research seeks to specify a reference model for the management of ITSR in TERS.

    During the review of the state of the art it was possible to identify multiple related works, highlighting that, in the field of developing countries, it has not yet been possible to consolidate a widely used solution scheme to enable the interoperability of existing ITSR in TERS [5]. In this sense, the research takes an innovative value and seeks to be carried out for the benefit of TERS and consequently to encourage voluntary and cooperative work among various institutions, especially those located in developing countries.

    Methodologically, an adaptation of the work of Hernández-Sampieri and Torres [6] is made, starting with the identification and processing of academic works with the intention of recognizing elements, processes, and procedures necessary to achieve the visibility, access, and shared use of the ITRS present in the TERS. The documentary basis of the research, the selection of technological tools, and the identification of needs/opportunities of the target group continued. Subsequently, the solution to the problem is expressed through the specification of the reference model and the architectural description of the set of related artifacts. Then, the construction of a functional prototype is intended to instantiate the technological components of the specified reference model. Verification of the designed and implemented artifacts that are part of the set of elements of the solution will be carried out on an ongoing basis. Finally, the effects obtained in each of the other stages will be identified in contrast with the objectives set out in the research.

    The reference model can be instantiated in an isolated way benefiting a particular community and later can be integrated with other instances of the same reference model according to the need and vocation of each scientific community. It is intended that the reference model will have a scientific portal approach, in addition to including the necessary guidelines to carry out the management of the ITRS in the TERS. These guidelines will be expressed at various levels of abstraction, ranging from technological to organizational aspects. In this way, it will be possible to increase the visibility, access, and sharing of existing ITRS in TERS, taking advantage of their heterogeneous nature.

    This initiative is aimed at defending access to public resources, thus seeking the democratization of knowledge and equity from the academic-scientific sphere. Similarly, the strategy promotes an inter-institutional cooperation scheme in which each institution can voluntarily and cooperatively offer the resources and/or IT services it wishes to integrate into the cooperative environment.
