    This dissertation tries to contribute to a better and deeper knowledge of the History of Education in Portugal, specifically in what concerns lhe always derogated importance of the pedagogy of values. lts opportunity derives from the fact that the progressive implementation (2001-02 to 2004-05) of a reform of lhe Portuguese educational system is being launched, a reform which will comprehend ali the pre-university education and which sets forth the Education to Citizenship as a curriculum subject and Civic Education a curriculum non-subject area. The late recognition of the fact that an education without values is and will always be a tragic caricature of the matrix value of education may have finally dawned on education in Portugal.

    A presente dissertação pretende ser um contributo mais para um melhor e mais aprofundado conhecimento da História da Educação, em Portugal, nomeadamente no que se refere à sempre secundarizada pedagogia dos valores. A sua oportunidade advém-lhe do facto de aparecer no momento em que está a iniciar-se a implementação progressiva (2001-2002 a 2004-2005) de (mais) uma reforma do sistema educativo português, que abrange(rá) todo o ensino pré-universitário e que prevê (impõe) a Educação para a Cidadania como Área curricular disciplinar e a Formação Cívica como Área curricular não disciplinar (DecretosLeis n's 6/2000 2 7/2000, de lg de Janeiro). Pode ser que tenha chegado, finalmente, ao ensino em Portugal o já sempre tardio reconhecimento de que uma educação sem valores é ( e será sempre) a mais trágica caricatura do valor matricial da educação.
