    • The changing environment in which the Public Administration has had to work in recent years has meant that it has ceased to be a bureaucratic institution limiting itself to implementing the various policies set out at a political level, to become a key player in society, offering services to people who are no longer simply the objects of administration, but have become its clients. This dynamic and complex environment in which all organisations find themselves immersed, has made it essential for the Administration to manage public resources more effectively and efficiently, forcing it into an internal transformation and a change of culture that has enabled it continue to move forward in the process of modernisation initiated in the 1980's.

      The position of the public administration executive, who acts as a bridge between the political and administrative spheres and whose function is to convert political objectives into practical action has an undeniable importance in any Public Administration and in any process of change that needs to be carried out.

      The objectives of this PhD thesis is:

      - To review the conceptual theoretical framework.

      - To clarify the figure of the public administration executive in the Catalan Autonomous Administration.

      - To analyse the functions carried out by senior ministers and senior civil servants of the Generalitat of Catalunya.

      - To check whether there is an appropriate correlation between the training received and the functions assigned to them.

      - To determine what the training requirements are for public administration executives in the Catalan Autonomous Administration.

      The thesis is divided into three sections:

      The first section introduces and justifies the choice of the subject of study and covers the objectives, the proposal of the working hypotheses, the expected results and the theoretical framework that will serve as the basis for the investigation.

      The second section corresponds to two field studie
