    • At the origin of the study stands the aim to establish guidelines for the study of the historical city using concepts derived from the general axiology. The usefulness of this theoretical tool is, firstly, the lack of general criteria and common grounds for dialogue among architects, urban planners, sociologists, landscapers and other professionals involved in urban management; the lack of general criteria, or rather, the frequent contradictions between different punctual criteria, has as its main consequence the failure of interventions made precisely to protect the urban heritage.

      Secondly, we noted the lack of social perspective of many projects, which demonstrates the inability or refusal of the architect to incorporate social criteria as design tools. The axiological viewpoint that we propose allows us to work at the same time with physical and social concepts, and combine them to create a framework for the design. In the first part of the study, we examine the basic values and criteria that make up the core value of "urban historical heritage". We conclude that some values are inherent features of the objects of heritage, but most are extrinsic values or systemic, and therefore will be recognized and interpreted in different ways by different observers. At this stage of the investigation we described a first important assumption: the values of assets make sense only in a specific social and cultural context, which limits the validity of the classification methodologies, management and intervention. We have decided to study the values in relation to the user, with the people that gives meaning to the place. An important conclusion was made in the first chapter: "The value is not the object itself." If the value of heritage makes sense only in relation to the user, then the building or place, as a material support of this value, mustn't necessarily be kept unchanged, as an object of museum. What we aim is to protect the content, not the medium (container), and keep the container does not always assure the life of content. Another conclusion we made already in the first part is the link between value and memory. We affirm that "the value is in memory." Another hypothesis is the relationship between values and problems. The problems faced by administrators of the estate, urban planners and architects working in urban centers are a result from the way certain values are understood, are declared and institutionalized. The theory developed here will be useful for inter-professional dialogue, a necessary process in urban design and heritage conservation. The concepts are clearly defined and illustrated with concrete examples, to be used with greater objectivity in this theoretical framework. The axiological prospect is, firstly, a tool to facilitate communication. In the design process, the theory serves to frame the project in a clear conceptual framework, to raise awareness and implicit positions for dialogue with partners we can expand the social perspective. The axiological prospect is also useful for the protection of historical heritage city: the criteria we've tried to explain could help classify objects protected and urban improvement projects in a broader social and cultural development, as part of the process the relationship with the user. The method of analysis that combines objective criteria aims to propose an approach sensitive to the particular socio-physical place. This will, we hope, lay analysis, design and subsequently, on bases at once more objective and better prepared for the ultimate aim of the process: planning the future of the historic city.
