  • The thesis studies the decision making processes in the implementation of big infrastructures through the analysis of the High Speed Line Sevilla ¿ Madrid and Madrid ¿ Barcelona ¿ French border.

The first phase of the railway construction in Spain focuses on the adoption of the track width and the establishment of a radial model of the network, with a relevant episode in the parliamentary debates prior to the first Law of Railways.

In the second phase, which refers to the events that started taking place in the 70s, the different documents of the railway and transport planning, as well as the government agreements related to the launch of the first High Speed Lines are assessed. At the same time the political stances at the Parliament and the public opinion through the media, are studied.

In both phases the Catalan and Spanish models of railway¿s implementation are contrasted.

The thesis confirms the coincidences detected regarding the topology of the resulting network and it interprets them from the interaction of the decision making agents.
