La soberanía: su razón y sus fundamentos hoy

    La presencia de fenómenos propios del mundo moderno como la globalización, las telecomunicaciones, la tecnología, la defensa del ambiente y los derechos humanos, se constituyen en factor determinante para analizar el tema de la soberanía nacional. En efecto, la soberanía concebida como la máxima expresión del ejercicio de autoridad de un Estado y del principio de autodeterminación de los pueblos, parece atravesar una de sus más duras crisis al debilitarse la categoría del Estado-Nación y trasladarse a esferas externas la toma de importantes decisiones públicas, o por lo menos reconocerse a aquellas esferas un amplio margen de incidencia en las mismas.

    Se discute entonces, si en nuestros días tiene futuro el Estado nacional y con él la soberanía como ejercicio de la Nación, y cuáles son sus alternativas de subsistencia. A todas estas, el Estado se debate entre la inclusión o la exclusión, la integración o la incorporación, extremos que se proponen desde las perspectivas que intentan explicar los fundamentos de la soberanía hoy.

    The presence of phenomenon characteristic of the modern world as the globalization, the telecommunications, the technology, the defence of the environment and the human rights, it is constituted in decisive factor to analyze the topic of the national sovereignty. Indeed, the sovereignty conceived as the maximum expression of the exercise of authority of a State and of the principle of self-determination of the towns, it seems to cross one from its hardest crises when weakening the category of the State-nation and to move to external spheres the taking of important public decisions, or at least to be recognized to those spheres a wide margin of incidence in the same ones.

    It discusses then, if to our days it has future the national State and with it, the sovereignty like exercise of the Nation, and which is it alternatives of subsistence. To all these, the State is debated among the inclusion or the exclusion, the integration or the incorporation, ends that intend from the perspectives that it try to explain the foundations of the sovereignty today.
