"Agregando piezas": Producción mercantil extralegal de viviendas en barrios obreros, un análisis cualitativo

    Resumen: En las últimas décadas, la producción mercantil extralegal de viviendas se ha incremen tado en Santiago, en especial en barrios obreros de la periferia histórica de la ciudad, muchos de los cuales fueron el resultado de luchas por el derecho a la vivienda. A fin de conocer este fenómeno, entre 2018 y 2021 se estudiaron dos barrios obreros, en Santiago de Chile, cuyos habitantes subdividen habitaciones o construyen viviendas de materiales ligeros en sus patios. Su objetivo es (sub)arrendar a trabajadores informales, inmigrantes e insolventes, quienes no pueden acceder a una producción mercantil formal de vivien da debido a los requisitos de bancarización. Por medio de un análisis cualitativo, con un diseño de investigación flexible y una interpretación contextual de los resultados, se caracterizó la informalidad de estas construcciones, los agentes de valor involucrados y sus prácticas creadoras de valor en sus dos magnitudes, de cambio y de uso. El resultado fue el reconocimiento de tres tipos de producción habitacional extralegal y de agentes que construyen para uso e intercambio, en el marco de una regulación urbanística y relaciones contractuales que permiten ignorar las normas y fijar precios monopolísticos de penuria.

    Abstract: In the last decades, the extra-legal mercantile production of housing has increased in Santiago, especially in working-class neighbourhoods on the historic periphery of the city; many of them, the result of struggles for the right to housing. To understand this phenomenon, between 2018 and 2021, two groups of working-class housing were stud ied, in Santiago de Chile, where its inhabitants subdivide rooms or build houses of light materials in their backyards. Its objective is to (sub)lease to informal workers, immigrants, and insolvent, who cannot access a formal commercial production of housing, due to the requirements of bankarization. Through a qualitative analysis, with a flexible research design and a contextual interpretation of the results, the extra-legality of these construc tions, the value agents involved, and their value-creating practices were characterized in their two magnitudes, use and change. The result was the recognition of three types of extra-legal housing production and of agents that build for use and exchange, within the framework of urban regulation and contractual relationships that make it possible to ignore norms and set monopoly prices of penury.
