    El estudio tiene como propósito determinar la manera en que los magistrados cumplen con el principio del plazo razonable y el derecho al debido proceso de los imputados libres. Esto en relación a que, muchas veces, los procesados esperan largos años sin que se lleve a cabo el juicio y las audiencias que puedan establecer la responsabilidad o no sobre hechos que se le imputan. Consideramos que el rol de los magistrados del Poder Judicial resulta fundamental para el restablecimiento y fortalecimiento de un Estado Constitucional de Derecho en la que se garanticen y se cumplan los derechos de todos sean inocentes o culpables. Al finalizar, se plantean propuestas y recomendaciones que le permitan a los jueces cumplir de manera óptima su delicada labor de administrar justicia.

    The purpose of the study is to determine how judges comply with the principle of reasonable time and the right to due process of free accused. This in relation to the fact that, many times, the defendants wait long years without the trial and the hearings that can establish the responsibility or not on facts that are imputed to them. We believe that the role of the magistrates of the Judiciary is fundamental for the restoration and strengthening of a Constitutional State of Law in which the rights of all, whether innocent or guilty, are guaranteed and fulfilled. At the end, proposals and recommendations are made that allow judges to optimally carry out their delicate task of administering justice.
