Políticas públicas de economía social y solidaria en la Argentina durante la pandemia de la COVID-19: Reflexiones preliminares desde el caso de INAES en Argentina

    El artículo presenta reflexiones preliminares sobre las transformaciones del Instituto Nacional de Asociativismo y Economía Social (INAES), autoridad de aplicación de las leyes cooperativas y mutuales, que desde diciembre de 2019 se propuso ampliar su sujeto de política con el objetivo estratégico de alcanzar la centralidad de la economía social y solidaria (ESS) en la Argentina, para transformar el país a través de la economía hacia una mayor justicia social. En ese marco, el INAES pasó de la esfera del Ministerio de Desarrollo Social a la del Ministerio de Desarrollo Productivo (MDP), intentando dejar atrás la impronta calificada por Coraggio (2011a) como "política social de economía social". En este trabajo, se analizan las políticas nacionales diseñadas para morigerar los efectos generados por la crisis de la COVID-19, como por ejemplo el "Programa de Asistencia de Emergencia al Trabajo y la Producción" y su relación con la ESS, poniendo el acento en las transformaciones del INAES durante 2020. El trabajo concluye planteando un escenario abierto donde se observan miopías persistentes en cuanto al lugar marginal que se le sigue dando a la ESS y su sentido, con debates entre el reconocimiento de las especificidades de la ESS y su asimilación a las PyMEs, aunque también se destacan transformaciones interesantes que pueden echar luces con el fin de transversalizar, escalar y lograr mejores condiciones objetivas para una nueva institucionalidad de la ESS en el contexto pospandémico.

    The article presents preliminary reflections on the transformations of the National Institute of Associativism and Social Economy (INAES), the authority for the application of cooperative and mutual laws, which since December 2019 has proposed to expand its policy subject with the strategic objective of achieving centrality of the social and solidarity economy (SSE) in Argentina, to transform the country through towards greater social justice. In this framework, INAES went from the sphere of the Ministry of Social Development to that of the Ministry of Productive Development (MDP), trying to leave behind the imprint described by Coraggio (2011b) as "social policy of social economy". In this, the national policies designed to mitigate the effects generated by the COVID-19 crisis are analyzed, such as the "Emergency Assistance Program for Work and Production" and its relationship with the SSE, emphasizing the transformations of the INAES during 2020. The work concludes by posing an open scenario where persistent myopia is observed regarding the marginal place that continues to be given to the SSE and its meaning, with debates between the recognition of the specificities of the SSE and its assimilation to SMEs, although interesting transformations are also highlighted that can shed light in order to mainstream, scale and achieve better objective conditions for a new SSE institutional framework in the post-pandemic context.
