La LIMV la ha establecido en un nivel todavía de “perfil bajo” o modesto, pero resulta innegable que está destinado a acrecentarse en su ideal de cobertura por razones estructurales. El IMV es un subsidio condicionado (integrado en el Sistema jurídico-institucional de la Seguridad Social no contributiva o asistencial); un subsidio no contributivo focalizado a los pobres y personas en situaciones de exclusión social severa. Esta medida de renta de subsistencia (IMV) no constituye nada parecido a un primer paso hacia la instauración de una Renta Básica Universal e Incondicionada. Pero cabe decir que tampoco excluye su posible implantación en un futuro ciertamente lejano y marcado por la incertidumbre propia de la que se ha dado en llamar “sociedad del riesgo”. Dejemos que las generaciones futuras decidan sobre las distintas opciones imaginables de política de garantías de rentas de subsistencia para garantizar el derecho a la existencia digna de la persona en una sociedad civilizada.

    The creation of a State-level Minimum Income became increasingly necessary, configured as a social right to Minimum Living Income. The LIMV has established it at a level that is still “low profile” or modest, but it is undeniable that it is destined to increase its ideal of coverage for structural reasons. The IMV is a conditional subsidy (integrated into the legal-institutional system of the non-contributory social security or assistance); a noncontributory subsidy targeted at the poor and people in situations of severe social exclusion.

    This subsistence income measure (IMV) is nothing like a first step toward the establishment of a Universal and unconditional Basic Income. But neither does it exclude its possible implementation in the certainly distant future, marked by the uncertainty inherent in what has been called the “risk society.” Let future generations decide on the various conceivable options for the policy of subsistence income guarantees to guarantee the right to a dignified existence of the person in a civilized society.
