    This article, in the light of a bibliographical research, intends to reflect on and understand the mutations of the paradigms of the public administration, in addition to observing if these were mere metamorphoses or if, differently, they came from a crisis of the previous management model / paradigm. Although there is a remembrance of the Patrimonial State and its rupture with the Bureaucratic State, the focus of this work will be the transition from the bureaucratic paradigm to the managerial paradigm through the Administrative Reform of 1998, EC 19/98. The Management State, therefore, will be highlighted; the characteristics of this new model will be the object of the study at the end of this article.

    Este artigo, à luz de uma pesquisa bibliográfica e do método comparativo, pretende refletir acerca e compreender (d)as mutações dos paradigmas da administração pública, além de observar se essas foram meras metamorfoses ou se, diferentemente disso, foram oriundas de uma crise do modelo/paradigma de gestão anterior. Embora exista a lembrança do Estado Patrimonial e da ruptura deste com o Estado Burocrático, o foco deste trabalho será a transição do paradigma burocrático para o paradigma gerencial, através da Reforma Administrativa de 1998, com a EC 19/98. O Estado Gerencial, portanto, terá destaque; as características deste novo modelo serão o objeto do estudo da parte final deste artigo.
