    Resulta una tarea pendiente, en nuestro país, emitir una regulación que haga efectivo el derecho fundamental de los servidores públicos a la negociación colectiva en materia remunerativa. Teniendo ello presente, y a fin de plantear soluciones sobre la normativa adecuada en esta materia, este artículo pretende visibilizar a la carrera administrativa como un bien jurídico constitucionalmente protegido cuyo contenido merece especial atención y observancia a efectos de la regulación de la negociación colectiva en materia remunerativa en el sector público, tras advertir las incidencias negativas y positivas que su no atención o atención pueden causar a la estructura de la Administración Pública.

    The issue of a regulation implementing the fundamental right of public servants to collective bargaining on wages still remains a pending challenge in our country. Taking this into consideration, and in order to propose solutions regarding the appropriate regulations on this matter, this article seeks to raise awareness on the public administration career as a constitutionally right, wich content deserves special attention and observance for the purpose of regulating collective bargaining on remuneration in the public sector, after noting the negative and positive impacts on the structure of the Public Administration resulting from the compliance and non-compliance with the foregoing.
