  El presente artículo pretende hacer un balance de las medidas que la Unión Europea ha puesto en marcha para luchar contra los traficantes y tratantes de personas en Libia, en un momento en que uno de los instrumentos que ha tenido mayor protagonismo, la operación Sophia, acaba de llegar a su fin. La hipótesis de partida es que estas medidas, o al menos la mayoría de ellas, que han implicado una clara apuesta por la militarización y la externalización, han sido polémicas y cuestionadas desde su misma adopción, y sus efectos no solo no se corresponden con los objetivos declarados sino que plantean numerosos interrogantes tanto en términos jurídicos como de eficacia.

  This article aims to take stock of the measures that the European Union has put in place to combat smugglers and human traffickers in Libya, at a time when one of the instruments that has played a leading role in this fight, Operation Sophia, has come to an end. The initial hypothesis is that these measures, or at least most of them, which have implied the adoption of policies of clear militarization and externalization, have been controversial and have been questioned since their incorporation, given that their effects not only do not correspond to the stated objectives but raise many doubts in both legal terms and regarding questions of efficiency.
