  Hace poco más de veinticinco años que Ley 349/1986 proclamó por primera vez y con carácter general el derecho de acceso a la información ambiental. Desde entonces y hasta ahora, la regulación de este derecho ha experimentado una constante evolución, sobre todo gracias al impulso del ordenamiento internacional y comunitario, siempre dirigida al objetivo de atribuir al derecho a la información ambiental el máximo campo de acción posible, tanto en su vertiente activa, de información-difusión, como en su vertiente pasiva, de información-acceso. Y todo ello debido al convencimiento de que el acceso a la información constituye un instrumento imprescindible para la realización del objetivo último de protección del medio ambiente.

  A little over twenty-five years Law 349/1986 proclaimed for the first time and with a general right of access to environmental information. Since then and until now the regulation of this right has experienced a constant evolution, especially thanks to the efforts of the international order and community, always directed to the target attribute to the right to environmental information the maximum field of possible action, in its active aspect of información-diffusion, both in its passive aspect of información-access. And all this because of the belief that access to information is an essential instrument for the realization of the ultimate goal of protecting the environment.
